there's no minimum, but main feature of twtv is commentating other peoples live matches so u host and commentate it live, that way the viewers dont know outcome and it more exciting for people, ill give u example here (note twtv isnt on that channel anymore).

that commentary is by one of our TWTV commentators Carpus.

G-day. Im really interested in becoming a commentator. I dont have any gaming vids yet but i do have a youtube channel.

My name is TheImperatorofRome. I've been playing Total War since the original Medieval came out and i love every single game.

I dont currently have any equipment or have the games installed. Im getting a new computer very soon so ill be able to commentate.
